What they're doing, by saying they are re-tuning middle C to 250hz is, in fact re-tuning A4 from the standard 440hz to 432hz. It's quite clever of them to state that it's middle C that they're working with and to avoid mentioning A4 = 432hz, because if you Google "432hz" you'll find loads of articles which discuss everything from Joseph Goebbels to the "Fingerprints of God" some of which are quite hilarious. It is, at best, fringe audiophilia and at worst it's...well, the doc already said it.
The various theories do make interesting reading though and if you've an interest in music and music theory in general I would urge you to take a look and make your own mind up.
