Yes it is, but because both are discrimination, does not make them equal, one may be less damaging and may in fact lead to an overall gain. In an ideal society the choice would not need to be made, but its not an ideal society, so we have to make choices that generate the least overall harm. This is what being adult looks like instead of playing meaningless word games.
