there not making a mess of handling the crisis, it is expert lead.
there sins of the past mean they cant do all they would want to.
it isn't that long ago that they demonised doctors and cheered in the house of commons because they didn't give them a pay rise.

The Tories wouldn't do it because they are ideologically opposed to a universal income. Instead we have a system that will take a couple of months to implement and people falling through the cracks of the various qualifying criteria.
We also failed to join in with the EU scheme to purchase ventilators. At first Boris claimed it was because we would 'explore our own options'...but we could have still done that in addition. Yesterday, the story changed to 'we didn't get the email'. The truth is that Boris put his love of Brexit before our love of breathing.

Those are hard facts and it's impossible for any Tory to spin that hence Gove not answering. As Daniel said, they are now doing their best but they are handicapped by their previous cuts and the last thing you want in a pandemic is to be playing catch up.
