It's a perfectly reasonable line of attack, imo. The Paris Accord will challenge governments to explain how working class people in traditional heavy industries are going to have job security and career advancement if their workplaces are shut down. Appearing to ignore such issues was one of the reasons Trump came to power in the first place. Let's see if Biden has the answers, and the ability to convince Trump's base that he can deliver...

Did you read the bit where Cruz maintains that "...he’s more interested in the views of the citizens of Paris than in the jobs of the citizens of Pittsburgh..."? By using the example of "Paris" it sounds like - and has been widely interpreted as such - he thinks the Paris Accord is about the climate of Paris. Most people won't bother to read past that, ergo, he tried to be clever but ended up being seen as a bit of a dick.
